Depends on the definition of world class. It has to be quantifiable to be equally applied to all. For example, being in top 1, 2 or 5% of all ballers based on Transfermarkt evaluations. All the rest are subjective, biased and emotional.

I keep on saying for the past year - train an AI ref on several thousand proper calls. It would be a single entity making calls across leagues and tiers and comps.
