That's part of why the Israeli pager terrorist operation was 'successful', it resulted in the injury and death of healthcare workers and EMTs, so there were less people to treat all of the injured. Lebanon even had to fly some of the victims to Iran for treatment, they didn't have enough healthcare workers and hospital space to treat all the victims at once.
