They do exist they just prefer to be anonymous in their altruism so nobody hears about them.

It's a good thing to keep in mind but it's a different culture, right now they can't decide if torture and rape of prisoners is okay.

Training is short so they make sure to make it count, they don't see what they're doing as a profession necessitating years of training like other professions unfortunately.
