This is like when American conservative Christians say "actually, Christians are the most persecuted people in the world!" right down to the Indian government itself being a huge part of the global problem of Islamophobia.

As it is written it is fairly boring non-binding thing. Most of the stuff found in previous versions that go against freedom of speech have been removed.
