Yeah Pentiment isnt that funny "most" of the time. Really good though.
Honestly, it's not fair to compare the comedy of any games to Disco Elysium on a message board for very online communists lol
Planescape: Torment is brought up a lot. Not sure about how funny it is as I haven't played it yet but it's old game that is supposed to have been a major influence on DE
Planescape: Torment is the spiritual precursor to Disco Elysium and is very good. It has more combat than Disco Elysium, but most forced encounters can be avoided through dialogue. I highly recommend it - play with high Wisdom and talk to everything like it was Disco Elysium. You can drop the difficulty of the combat using a slider in the settings as well. It's a little more serious than Disco, but that's really to be expected, and there is a lot of good humor and heartbreak in it.

gamer chuds carry on about modern games being too easy and having too much tutorialisimg, when their beloved late-90s PC games had tons of difficulty options--usually more than modern games--and very detailed tutorials.
No, it's worse than that. Those old-school games came with cheat codes, and almost everyone beat their favorite old-school games with cheat codes. That or using Game Genie. A 6-year old is not going to beat Super Metroid or Doom by themselves. "Games were harder back then." Yeah, and you beat those games with enough cheat codes that a 6-year could beat them.
(Relatedly, bring back cheat codes)
For "dialogue-heavy good writing that is funny" I'll recommend the short visual novel We Know The Devil. It's a magical realism game about people trying to survive a bible camp. It takes about three or four hours to go through all the routes. The thematic sequel Heaven Will Be Mine is also really good, but I would say it's on the Less Funny side (it's probably funnier if you're a lesbian?). the characters and themes in both are really damn near as good as DE.
Slay the Princess is directly inspired by Disco Elysium and Stanley Parable and is really good and funny.
What about the classic Monkey Island games?

Mystery of the druids has you playing as the only cop less hinged than Harry. It’s comedy comes from the memetic value more than the writing.
