if the prisoners learn life skills that could lead to gainful, legal employment, how are they supposed to be forced back into the system for free labor?

Sounds like the "substantial risk" is due to private companies insisting on using an insecure system and them complaining when inmates want to learn that system to get JOBS.
I'd rather deal with another Hitler than deal with Java ever again... I understand where they're getting at. /s

@siriusmart well we can’t have them becoming reformed and getting jobs once they leave can we? No, it’s better we bolster the terrorist cells that prisons are a breeding ground for.
It seems their process is arbitrary at best, malicious at worst.
