the law was enacted but not enforced yet, but they decided to enforce it upon themselves, before they legally had to. last week biden said he'd leave the fate of the enforcement in trump's hands, in an attempt to save face i guess

But "enforced" means what, international arrest warrants and sanctions against bytedance employees? Corporate fines? I honestly don’t know, but we generally don’t describe people following murder law as "enforcing a self-ban on killing people."
yeah but the white house basically told them they don't have to block it right away and they wouldn't gaf or do anything. (though obviously complying immediately would help its chances of being saved later, so why the hell they wouldn't they?)
if murder law was enacted without any enforcement or penalty then that descriptor wouldn't be too far off
