I could be wrong but there's a lot in OPs post that makes me think he's not in the US
I suppose that's a matter of perspective. Using inches for measurement and a total ignorance of sex education screams US to me

I've always known and used them interchangeably, my health teacher had to update the ancient health textbooks through her lectures. This meant that when it came to the sex ed portion, we stopped using the 40 year old textbook almost entirely and used a modern bookless curriculum.
