he's saying the americans would not roll police tanks to quell the race riots, because the american security forces have bombed black towns. i think he is trying to say the interests of the state would result in the national guard sitting on their hand

I think the American ruling classes' love for property would probably be the compelling force to send tanks in, but good point

they are referencing the 1985 MOVE bombing to make the point that we can't rely on racist police to prevent racist violence
