You could get a wireless router for pretty cheap that has detachable antennas and then attach two directional panel/patch/sector antennas. That should do the trick!

I've done this a lot. It actually works pretty well but its not as intuitive as a router with a proper menu
That is gonna be one nasty signal even if there are not other powerline adapters on the same circuit in the same apartment. But it should work I just wouldn't expect good speeds unless you get good adapters.
