Honestly not too sure how likely PlayStation and Nintendo would be interest in doing this unless they get a big piece of the pie. But also makes less sense for Microsoft if they are not making a decent margin on it as well. Personal I think being independent of console is a smart strategy, I just think it's unlikely for them to have a satisfactory deal on other platforms that have there own services and want probably a big chunk of the pie to host such services.
In Microsoft's shoes I think supporting steam deck via there own store is a good way to go. Then make that a platform to target along with Xbox and windows.
