It doesn’t feel like the audience that drives streaming subscription revenue is the same audience that watches NCIS on CBS. I’m guessing Paramount is basing this decision on streaming numbers of other NCIS properties on their channel?

I feel like you're right on that. Is anyone going to sub to Paramount+ for a spinoff of NCIS?

Wonder if this is more to try and make them a better merger target?

But see, they have to make all the money, so they're gonna try to force that demographic onto the platform with what I can only assume they think is a show that will push them to subscribe. Or at least, they have to say they tried to convert that audience to subscribers and when it doesn't work, fire everyone except the people responsible for the decision making and write off the losses.

You would be surprised, the huge chunk of subscribers are boomers, who watch shows like this ad nauseum on repeat.
