Option 1: a system (which will definitely be AGI level or higher) will get a medical license (including the right to prescribe scheduled drugs)

Option 2: an advanced ai system gets the right to provide humans (or other ai systems) with medical licenses, and a comprehensive interview + examination (including practical) will be an enough input
