I use newpipe on my phone to watch youtube content, and it has a minimum of 0.1x velocity

Yes, but one second is a long time to press a button, especially when you're expecting it and have your finger hovering over said button.

In many cases I have seen, the text is only up for a frame or two, not a whole second. (despite what the original picture says)

Lifehack is just to use . and , to skip forward/backwards for 0.1 seconds in a video

Should be per frame instead of 0.1 seconds, but yes

And if you hold, it scrolls faster, so you do not even have to pause too close to the frame.

Trying to do this on a mobile phone screen is the worst. Either you tap repeatedly, but then you just know you're gonna mistap when the frame finally appears. Or you try to time it just right, and then precisely in that moment, those stupid UI controls fade out.
