If Trump understands anything, it’s lobbyists and their money. I suspect the defense contractors on this project will be able to convince him just fine.

You misunderstand. They'll use Ukraine as a proxy for real world testing of whatever they're developing because it suits them to do so but maybe not mistake this is not for Ukraine it's for profit. They'll use Ukraine, drain the body, hang the pelt, break the bones and drain the marrow and leave what isn't useful to them at the roadside, the inconvenient part for Ukraine is that unuseful part to them is Ukraines survival as a sovereign territory.

I thought that was obvious. Profit drives the aid here. But in this case profit is going to help the right people. It happens on occasion!

I think they meant that they won't be making a secretive new missile.
Otherwise put, they will develop an ERAM missile for Ukraine.
