Ignoring the Artemis stuff for a second:

Consolidating Goddard Space Flight Center and Ames Research Center at Marshall Space Flight Center in Alabama

Retaining a small administration presence in Washington, DC, but otherwise moving headquarters to a field center

Holy shit. This is huge. If the JPL layoffs are any kind of sign, Goddard is due for a serious shake-up. There's some stuff you can't move, especially at Ames, so you can try to move all the desk jockeys (but who wants to move from DC or CA to AL?), but there's a lot that you either have to leave behind or mothball. That'll be rough for a lot of people, but NASA can't afford the facilities or standing army.
