Cuddling is blanket-agnostic, but requires a partner.

Snuggling can be done solo or with others, but requires a blanket.

I'd argue that snuggling doesn't require a blanket specifically, however some form of snuggling medium is required.

For instance, one can be snuggled up in a cushy comfy couch, a child can be snuggled up in it's mother's arms, a cat may snuggle in your lap or under your sweater.

Cuddle is like, holding each other while watching a movie.

Snuggle is like, trying to become physically one with the other. Like attempting to merge into them.

Cuddling is holding someone. Snuggling is burrowing into them.
