There is a KDE Plasma theme for it called Reactionary. And there are icon packs to make it look even more like Win 95/98

Reactionary is really good. I do wish there was an equivalent for GTK4/Libadwaita, though.

I actually use KDE Plasma myself, I just like to keep my desktop themes consistent since there are a bunch of GTK programs I use ^^'

Haven't tried it but I think the Chicago GTK themes exist Edit: aah maybe not for gtk4

It released to retail on the 24th of August 1995, and 29 years and 1 day ago to manufacturing.

I Mandela effected myself. I was entirely convinced that w95 only dropped in early 1996 after getting hammered by delay after delay. No idea where I got that from.
