They're looking for enemy agents. knowing their own agents thrive in wastewater, it's the obvious place to look.

I wouldn't be surprised if it's motivated by detecting illegal drugs, and informing allocation of police resources based on that, not any actual concern for people. I don't know if they do that or if it's feasible but that was my thought.
