This is a meme, coming from an old copy/paste bit. Know your meme has a good write up about it.

This was a meme from /r/thathappened, they're implying it's fake, but I'm not sure why since as far as I can tell this did happen, and I'm not surprised one bit by it very on brand for Dutch police.
