One of the panels literally says Executive Order #...
Executive orders have very limited scope and can easily be reversed by the next president.
Agreed, they're not a good solution. Just responding to the previous guy who said 'congress is probably responsible for all this stuff' with an example that is obviously counter to that statement.
Isn't it still better when they are used for things that make sense?
You have valid complaints here, none of which were originally stated. You said:

I agree with most of your sentiment, EOs are not long term solutions. You can't say that the president is not responsible for them though.
But you also said that the president shouldn't receive any credit for the actions of Congress. You seem poised to not give the executive branch any accolades.
