Kane scored 30 goals last season for a team that finished 8th in the Premier League. He's now playing for a team that goes into every single league match as the clear favourite to win.
Lewandowski had probably already peaked as a player at the point that he left Bayern Munich.
In general, the Bundesliga is a bit more open and attacking than La Liga, and the Premier Leauge. Here is a Reddit post from a month ago outlining this statistic.

So I guess on the one hand, you could say that a top striker going to Bayern would be "statpadding" as they would expect to score a lot more goals than pretty much in any other team, but that phrase belies the quality of the league itself.
