I'd personally say halo wars but idk

Definitely has the best cutscenes in the halo franchise and I'm not backing down(ok halo 2 remaster might get a pass)

I would be interested to know what you consider a non-story game, because while I haven't played it, after looking it up on Wikipedia I'm under the impression that Halo Wars does have a story.

Halo 2 definitely is a “story game” as well. I guess he means games that are more narrative driven then gameplay focused? Like Uncharted or The Last of Us? Or like Telltale games or Heavy Rain maybe?
