Know a woman who was grandmother by 28.

This took me way too long to understand (nearly 3 minutes).
At first I understood it, differently, in a much worse way.
How else could this be read?
At that rate she could be a great great great grandmother 5 years after her retirement and would definitely make it to great great great great grandmother...
