We have a smattering when the enthusiastic have started them but it's patchy.
Naming conventions: use your best judgement but go with what makes it easiest for people to find - if there's more than one name go with the English for now and you can save the, for example, Welsh one for a Welsh-language community.
edit: as discussed in the comments, you may be better off with a more regional community first - those like London, Manchester and Liverpool already function like that as they cover the greater city area. So instead of Chelmsford and Southend, start one Essex; instead of Lancaster, start one for Lancashire. At least initially until things really get going here. That list is over here.

Just add, there might be some that could be covered by Counties rather than Towns, i.e, being from Essex originally myself, I can see Chelmsford and Southend-on-Sea being covered by a single Essex community.
Entirely up to the the creators of these Communities of course!
I was going to say the same: If you're not sure, start with a county, and make towns/cities as needed.
Cornwall for example: On the old site had 35k users, Falmouth had 600, and Truro didn't seem to exist!

Yeah, it's why I took the executive decision to strike out Westminster and suggest c/london can cover it and the City of London.
As you say, counties might function best in some circumstances and then cities (and towns if someone is feeling enthusiastic) can spin off from.that - we have communities for Yorkshire and Cornwall already. I might suggest that we are better off with a Lancashire community before a Lancaster one. City regions are doing similar work - Manchester is covering all of Greater Manchester at the moment, although Chorlton-cum-Hardy are always prone to a breakaway. Liverpool could cover the LCR/Merseyside but I suspect those over the water might prefer going with The Wirral and Southport just want to be part of Lancashire.
So people should use their best judgement - a wider regional community can work better in some places (I may tag the regions on here or possibly look into a separate thread here). Better a lively community with a wide scope than a dead specialist one. That said we already have some town ones, like Margate and Reading, so we just go with the flow - enthusiastic moderators can make a community.
And we'll probably get Chorlton and Southport communities before we get a St Asaph one but I imagine someone is itching to prove me wrong.
