it's just a launch vehicle if you remove the warhead

(fun fact: an easy way of disposing of nuclear ICBMs is to just remove the nuclear warhead, put something useful on it instead, and shoot it off into space)

That's not a good idea. It could easily hit a satellite. A few to many times and that satellite can't be used anymore
