I'm sure the weather is the reason, and not because they're worried about security concerns. There's probably going to be a dozen would be assassins trying to take the shot at him.
They were shutting down roads overnight in DC for the past month, not too sure what they were doing but I really doubt anything would have happened if he did it on the Mall
