For instance, the rule talks about hardware and software technologies. Cars using VCS (vehicle connectivity systems) and ADS (automated driving systems) software and hardware manufactured in China or Russia will soon be banned.

There's nothing specific to EVs in what is reported in this article. An F150 can also be in breach of it uses a Chinese Bluetooth chip (for example).
