I wonder if there's an adhesive that'd be safer. It's public art, so it's for the public to react to (they apparently don't remove like santa hats) but also since it's for the public, there's some responsibility to keep it intact.
Of course, if you're sticking eyes to public works, you probably can't be like 'don't worry it's a safe glue' or they'll find you. What I'm saying is officials should apply googly eyes themselves.
