That’s absolutely not him, jacket and backpack are both different colors. This dude has a black backpack and beige jacket, shooter had a gray backpack and black jacket.

I watched the video. Dude is a pro and is definitely getting away with it.
People are all harping over the etching on the shell casings but like there have been numerous hitmen throughout history who have left calling cards and not been captured.
My money is still on “disgruntled customer/relative of customer” but those are not mutually exclusive things, there are plenty of professionals who have good reason to hate UHC
Oh yeah I mean it might have been a totally pro bono case but dude certainly knows what he is doing
