I think he's the issue. He's unwilling to step down and they would have to have him hold a speech or something. Anything other than him doing it voluntarily would be the deathknell for the dems, because that would mean they ran and elected a senile old man.
Bidens not willing to do it due to hubris - the same hubris that had him run in the first place. His campaign during the primaries was dogshit, he constantly got dunked on by everyone including Kamala. He only won due to the ratfucking Obama pulled. But Biden being willing to run a campaign at all despite all the things against him, just illustrated the height of his hubris
