That describes the overall picture, the main infrastructure owning network operators are more expensive than the piggybackers.
So much for austerity...what a waste of time...no?
To be honest, if it were nationalised, I would be seriously concerned over the government's initiative to invest properly in it, just like with everything else that they don't invest in.
But who said that it had to be publicly owned.
Whatever actions one does, for good or for ill, to that they will be the heir.
