What they have said is that NON-COMMERCIAL accessibility apps are exempt. Screw the dev who makes a good accessibility focused product that plugs the gaping holes in Reddit's offerings and actually wants a little something for their time.
I am not aware of any such statement regarding mod tools other than promising to improve their own (which they have been promising for over a decade).
kbin does feel like a more polished user experience than Lemmy, although the frequent cloudflare challenges are annoying
