Yes and no

Normally used for the CIA but also used for agencies like the ATF, FBI, etc. Their inability to blend in to the native population's habits, patterns and speech makes them stick out like a sore thumb to the population, hence they "glow in the dark."

They are focusing on the dry part of the term. Using a liquid during the process goes against the dry part.

 

I presume it is freely available there because of all the pos-mens and product integortion. It's sort of just one big advertisement disguised as a 30 Rock episode.

I had no idea this issue had been identified. While I find this tool very useful, the project is seeming rather questionable to me now.

 

I thought Bucky Bright was a real person making a cameo, and that he was just a real good sport about making absurd jokes about his time as an actor. It was not until seeing the announcement of Conway's death in 2019 that I realized Bucky Bright was made up for 30 Rock.
