Assad milked Iran and Russia for money. Didn't pay his armed forces and just let the country stagnant till turkey decided to give a little push. And that little push collapsed the whole country.
They didn't fight because the civil war was not a war of ideology. It was just assad Russian mercenaries vs Turkish usa Israeli mercenaries. And assad was the first to stop paying.
