There are 3 character pool creation options in advanced tab of world creation
Survivior, Any and Legacy Multipool
Default is Survivor that has lifestyle rating to give you an idea how strong your character build is and is unrestricted without penalty yes.
So you can use the lifestyle rating to roughly balance your character or build a superhuman.
The difficulty of the game the is up to you in Survivor
