Is there any free or paid software or browser extension that can read japanese text?

If you have a Mac or iOS device, they have built in Japanese voices.

I’m guessing Windows and Android might also?

Hmmmmm I guess I'll poke around my computer some more. For now the web browser extension only reads english but fails to read any other language.

not sure if this is what you mean, but you can input things into Google Translate and hit the speaker button to have it read out loud.
