They have so much that such an attack doesn't cost them much, it might even give some people some votes, plus there are other things beyond money and resources to look at, like how they want to be "seen as capable" or how these people probably believe their own propaganda after repeating it for so long.
For sure, it's hard to see any actual logic behind a lot of the atrocities that US commits aside from malice being the whole point.
