Seen the incident a few times, The refs 100 percent thought.. I can't and don't want to attempt to keep up with play so he has blown the whistle. Simon Hooper just seems unfit as a referee, he struggles to keep up in games and it effects his decision making.

IMO I think this is a dig at the FA about what happened to Arteta for questioning a really terrible decision. He's saying he feels the same way as Arteta, but knows he will get in trouble for saying the same kind of thing

It's classic mind games. Trying to name drop Arteta like he was weak by whining, and also basically saying the decision was shit without saying it. Using Mikel to make his point while simultaneously trying to make Arteta seem weak.

I always laugh at managers who don’t want to speak out at the risk of getting a fine… my man, you have an unfathomable salary package and are only going to get fined a few thousand pounds. Do the right thing by your players and the league and say something.

It doesn't stop at the fines. I don't think most of the elite managers would give a tit about a few thousand quid worth of fines each month. But repeated offences would land them touchline bans and it'd only escalate from there.

Besides, as the manager you're expected to set an example for the players. Pochettino said it in his last presser - he fined Jackson for his accumulated yellows leading to a ban and so he had to fine himself for getting one too. If players see the gaffer telling them to not mouth off at the ref and he doesn't practice what he preaches then they're not likely to follow him. More crowding the refs, more yellows, more suspensions. At the end of the day, the club and fans are the ones who suffer.

Arteta did the dirty work, this is a clever way of saying the word without saying it because everyone knows what he meant but he’s not gonna be suspended and/or fined.

Doesn't matter if he says anything or not, they only charge Arteta. De Zerbi, Howe, O'Neil, Poch and Klopp have all been 'disrespecting' refs with nothing coming of it.
