My friend has an iPhone 8 Plus, and he is still on iOS 16. In software update, there is an option to either update to the newest iOS 16 or the newest iOS 17. How is the iPhone able to update to both if only one is signed?

Previous versions are not immediately dropped when a new os comes out. Ios16 is still getting signed updates.
