My XS walked off a few days ago and I’m not sure that “find my iPhone” was on. I thought it was but iCloud says it’s off. I assumed it was because the person my phone walked to turned the phone off. It’s not showing up at all in “find my”. I can’t activate lost mode nor can I remotely erase it. Today I took a look and “find my” and “iCloud backup” is no longer listed under the phone. Does this mean they tried to wipe it? If I went to an apple store would they be able to help me at least blacklist the phone?

That shows Find My was not on when stolen. If they had erased it you wouldn’t see the phone listed anymore. It’s likely off and parted already. Apple does not do anything from their end. You can check with your carrier on blacklisting the IMEI.
