This morning I went to go on my Iphone which I shut down last night and was charging, and when I did it briefly showed the Home Screen and it had a pop up that said “Storage full” and on the top right corner it had a warning symbol ( ⚠️ ) and before I could do anything it was on a black screen with a spinning wheel. I did a force reset, and it now just shows the Apple logo. I’ve performed many force resets since, and it’s still showing the Apple logo. Is there anyway to fix it if I don’t have access to a computer at the moment?

Why did you shut it off to charge it? It’s likely attempted an update and there’s not enough storage on the phone or something similar. You’ll have to put the phone in DFU mode and restore through iTunes or Finder on a newer Mac.
