Federation with Mastodon (exploding-heads.com)

I can follow some exploding-heads user accounts on Mastodon but not others. Why is that? Is there some individual per user setting that governs whether accounts can be followed in Mastodon?

Last I checked you could only follow communities not users. Unless they've added that as a feature.

How do you follow communities? I don't think I've been able to do that.

This is when nutomic had just implemented it. So it may have changed a bit.
