I believe you have to start the blade master quest before you can pay a banana tribute

It's part of a quest. You can't do anything with it unless you're on that quest, so don't worry about it for now. If you want me to explain what quest it is, let me know.

I spent 30 mins trying to put things on that frog and looking at the surrounding area for clues. I did eventually stumble into the quest.
