I think they were being sarcastic.

So they took advantage of the balloon getting off it's course or they did not even know it was in the US?

They announced months ago they weren't spy balloons. It was even confirmed one was from a fucking Ham radio club ffs. I have a friend that's a Hammie and the first thing he said when he saw the reports was "Those are probably for a Ham radio club. I was part of a group that paid for one once. It was like $500 or something." Lol.
of course they’re only saying this months later
Well now we know why it didn't transmit any data. I'm surprised it got into the air at all.
