Perhaps the thing we know as Kissinger is actually a malevolent spirit animating a barely functional corpse. It would explain the bloodlust.

I'll take it. We need some new blood in her seat, I'm tired of the future being decided by people who won't have to be here for it. It was reaching a point where basic government functions were getting delayed or cancelled due to her inability to just show up and say "aye" or "nay".
