No.

Not because of the content. Whenever a news article asks a questions, 99% of the time the answer is "no" without further consideration. The reason is that journalism needs to market just like everything else. And asking a question is better than a lukewarm statement but not as good as an incendiary statement.

"Is Biden in Trouble?" is more eye-catching than "Biden is not in Trouble" but if he WAS in trouble, the headline would read, "Biden is in Trouble!" Therefore, most of the time, we can conclude that this is just a clickbait headline to try to disguise a boring news article with manufactured suspense.

Also it's Shapiro so nothing he says should be read anyways, but this may help for other news sources.
