Is this the episode that Bart starts taking meds and then believes that MLB is spying on everyone and Mark McGwire comes out and starts hitting some zingers?

Excellent guess, but this is a much earlier episode. You are correct that Bart is being offered the pill.

It is! This particular scene is Bart getting some medicine from Nurse "Lunch lady" Doris. He is at the Nurse after eating a Krusty razor sharp circle thing, and eventually ends up at the hospital where Lisa meets her saxophone friend.
