I once worked for a national grocery company and the unspoken rule was: if you saw someone taking food, no you didn't.

How weird! Could the fact that more and people are falling below the poverty line have something to do with an increase in people stealing stuff they can’t afford? How will we ever know?

The plundering of communities for profit to the point of collapse is being overseen by the people put in place to protect and manage society and now there is surprise and shock that people will not go home and quietly starve to death?

No shit. Police forces have been gutted, there's no prison spaces left, some areas have virtually no job prospects, and the cost of living is high.
