Thailand has never explained why it will not allow the remaining Uyghurs to join their families in Turkey, but it is almost certainly because of pressure from China.
From what I understand it's Thailand who prevents them from going to Turkey.
Given the info in this article I imagine it's both Turkey and Thailand keeping them in limbo, Erdogan probably does not want to provoke China either and simply would prefer to keep them in limbo.
